Why Florida is the flagship state
Of every state we work, Florida is the only one where all three private-market product families are available alongside ACA Marketplace plans and our full life insurance lineup. That makes the comparison broader — and the conversation a little longer — but it also means there's almost always something that fits.
If you're shopping coverage in Florida, you have:
- UHC TriTerm Medical — short-term major medical, up to ~3 years per application
- UHC HPG (Health ProtectorGuard) — fixed-benefit indemnity, no network restrictions
- Allstate HealthBridge PPO — short-term PPO with Aetna or Cigna network
- Allstate Health Access — fixed-benefit, 3-year rate guarantee
- ACA Marketplace — Florida's marketplace runs through healthcare.gov, with multiple carriers and tiers
- Life insurance — F&G, Foresters, Transamerica all available
That's the full menu. Most states don't have it.
When ACA wins in Florida
Florida's ACA marketplace is competitive — multiple carriers, full Bronze through Gold tier coverage, and subsidy structures that work well for households in the typical income bands. Self-employed Floridians, between-jobs households, and families with children frequently qualify for substantial Premium Tax Credits.
ACA wins when:
- Your projected MAGI lands in the subsidy zone
- You have a preexisting condition that needs ongoing care
- You're pregnant or planning pregnancy
- You take expensive prescriptions
- You're in OEP or have a qualifying SEP trigger
Florida-specific note: Florida is a federal-marketplace state — coverage runs through healthcare.gov, not a state-run exchange. OEP runs Nov 1–Dec 15.
When private-market wins in Florida
For healthy applicants without strong subsidies, the private market in Florida is unusually deep:
TriTerm is available in Florida (one of the 14 TriTerm states). All four plan variants — Value, Copay Select Max, Plan 80 Max, Plan 100 Max — are sold here. Plan 80 Max and Plan 100 Max are the closest-to-ACA variants and the ones we recommend most often for healthy Floridians in defined coverage gaps.
Compliance: Short-term limited-duration medical. Medically underwritten. Preexisting conditions not covered in first 12 months. Not ACA-compliant.
HealthBridge PPO is available in Florida on both Aetna Open Choice and Cigna PPO networks. Note: the Copay Enhanced $2,000 deductible variant is not available in Florida (FL state restriction). All other HealthBridge variants — Essentials, Enhanced, Copay Enhanced (other deductibles), HSA Compatible, Guaranteed Issue — are sold here.

HPG (Health ProtectorGuard) is available in Florida. The 12-plan matrix (4 hospital base tiers × 3 WORx levels) gives a wide range of premium options for healthy applicants who want predictable per-event payouts and any-doctor freedom.
Compliance: Fixed indemnity plan. Pays stated benefit amounts per covered service. Not a substitute for major medical / ACA coverage.
Health Access is available in Florida. Three benefit tiers (Metal Gap, Core, Plus) plus Guaranteed Issue (no health questions). 3-year rate guarantee on all plans.
Compliance: Fixed-benefit medical plan. Pays stated benefit amounts per covered service. Not a substitute for major medical / ACA coverage. No annual or lifetime maximums.
Common Florida shopping scenarios
Recent retiree under age 65 (pre-Medicare gap) TriTerm Plan 80 Max or Plan 100 Max, or ACA Silver depending on income. The subsidy math often surprises people who think their pension or 401K withdrawals disqualify them.
Self-employed Floridian, $60–90K projected MAGI ACA Marketplace usually wins after subsidies are applied. Run the math first, then compare to TriTerm or HealthBridge if subsidies are smaller than expected.
High-income Floridian, $200K+ MAGI, healthy, no kids Private-market TriTerm or HealthBridge typically beats unsubsidized ACA on premium. HealthBridge Copay Enhanced PPO with the Cigna network is a strong default for FL.
Snowbird splitting time between FL and another state ACA networks are state-specific. Private-market plans (especially HPG and Health Access with no network restrictions) often work better for multi-state lives.
Florida resident pregnant or planning pregnancy ACA, every time. Pregnancy is a qualifying life event for SEP. ACA covers maternity. Private-market doesn't.
