This Privacy Policy describes how Full Count Insurance Inc. ("we," "us," "our," or "Full Count") collects, uses, and shares information when you visit our websites — including healthqts.com — submit a quote request, speak with us by phone, text, or email, or otherwise interact with our services.
We are an independent insurance brokerage owned and operated by Aaron Cook. We are licensed to sell health and life insurance in the U.S. states authorized on our license. Our National Producer Number (NPN) is available on request.
1. Information We Collect
a. Information you provide directly
- Contact information: first and last name, mailing address, email address, and phone number(s).
- Demographic information: date of birth, gender, marital status, household composition, and dependents.
- Health information (for underwriting): height, weight, tobacco use, prescription medications, current and prior medical conditions, medical procedures, hospitalizations, and similar health history relevant to underwriting an insurance application.
- Financial information: household income, coverage budget, employment status (when relevant to ACA eligibility or product fit).
- Coverage information: current insurance status, qualifying life events (job loss, marriage, birth, Medicaid loss, move), prior carrier history.
- Communications: any text, voicemail, email, chat, or call recordings exchanged with us.
b. Information from third parties
- Lead generation partners: we receive contact information from licensed lead generation agencies (including First Family Insurance and similar third-party lead vendors) who collect information from you on their own websites or co-registration partners with their own consent disclosures and share it with us per their own privacy policies and applicable law.
- Insurance carriers: we receive information from carriers (such as quote eligibility, application status, policy issuance, and commission information) when we submit applications on your behalf.
- Service providers: our customer relationship management (CRM) and quoting tools may augment your information with publicly available data (such as standardized address verification) for accuracy.
c. Information collected automatically
- Device and browser data: IP address, browser type and version, operating system, device identifiers, and referring URL.
- Usage data: pages visited, time on page, form fields completed, click events, and similar interaction data.
- Cookies and similar technologies: we use first-party and third-party cookies for site functionality, analytics, and (where applicable) advertising. See Section 7 below.
2. How We Use Your Information
- To provide insurance services: generate quotes, prepare proposals, submit applications to carriers, service active policies, and respond to your inquiries.
- To communicate with you: by phone (including via automatic telephone dialing systems, pre-recorded messages, or artificial / AI voice technology), text message, email, or postal mail — for the purpose of marketing insurance products, scheduling consultations, providing quotes, and following up on applications.
- To comply with legal obligations: state Department of Insurance recordkeeping, federal TCPA compliance, anti-fraud monitoring, anti-money-laundering (AML) requirements, and other applicable laws.
- To improve our services: analyze how users interact with our forms and content to improve user experience and conversion.
- To prevent fraud and protect security: detect, investigate, and respond to suspicious activity, security incidents, and policyholder fraud.
3. TCPA Consent & AI Voice Disclosure
By submitting a contact form on our websites — or by providing your contact information to a lead generation partner who shares it with us — you expressly consent to receive communications from Full Count Insurance Inc. and Aaron Cook regarding insurance products and services, including private market health insurance, ACA marketplace plans, and life insurance.
This includes phone calls (including to any wireless number you provide) which may be made by:
- Automatic telephone dialing systems (ATDS / auto-dialer);
- Pre-recorded messages; or
- Artificial or AI-generated voice technology.
This also includes SMS / text messages and emails for marketing and informational purposes.
Your consent is not a condition of purchase of any product or service. Standard carrier message and data rates may apply. Message frequency may vary.
To revoke consent or opt out at any time:
- Reply
STOPto any text message we send; - Tell our representative or AI voice agent to "remove me" or "do not call" during any phone call;
- Email help@healthqts.com with the subject line "Do Not Contact"; or
- Use the unsubscribe link in any marketing email.
Once you opt out, we will stop sending marketing communications to the contact channel you opt out from. Operational communications related to an active application or policy may continue as required.
4. How We Share Your Information
We do not sell your personal information. We share information only as described below.
a. With insurance carriers and underwriters
When you ask us to quote or apply for coverage, we share relevant information (including health and demographic information) with the applicable insurance carriers for the purpose of generating quotes, underwriting your application, and servicing your policy.

These service providers process your information on our behalf under written agreements limiting their use of your information to the services they provide to us.
c. For legal and compliance reasons
We may share information when required by law, in response to valid legal process, to enforce our rights, to protect against fraud, or to comply with state Department of Insurance audits and similar regulatory requests.
d. In a business transaction
If we are involved in a merger, acquisition, financing, or sale of assets, your information may be transferred to the successor or affiliated entity, subject to confidentiality obligations.
5. Health Information
We collect health information from you for the limited purpose of underwriting an insurance application or providing accurate quote and recommendation services. We are an independent insurance broker; we are not a "covered entity" or "business associate" under HIPAA. However, we treat health information as sensitive and apply administrative, technical, and physical safeguards consistent with industry standards.
We share health information only with insurance carriers required to underwrite your application, with service providers under written agreement, and as required by law.
6. Data Retention
We retain your information for as long as needed to provide our services to you, to comply with applicable laws (state insurance recordkeeping rules generally require records to be retained for at least 5 to 7 years after policy termination), to resolve disputes, and to enforce our agreements. When information is no longer needed for these purposes, we delete or de-identify it.
7. Cookies & Tracking
We use cookies and similar technologies for the following purposes:
- Strictly necessary: session management, form submission, and security.
- Functional: remembering preferences and prefilling form fields where consented.
- Analytics: aggregated, de-identified site-usage statistics. We may use Google Analytics or similar services for this purpose.
You can control cookies through your browser settings. Disabling cookies may affect site functionality.
8. Your Rights
Depending on your state of residence, you may have the following rights regarding your personal information:
- Right to know / access: request a copy of the personal information we hold about you.
- Right to correct: request that we correct inaccurate information.
- Right to delete: request that we delete your information, subject to legal recordkeeping exceptions.
- Right to opt out of sale or sharing: we do not sell personal information, but you may request written confirmation.
- Right to limit processing of sensitive data: in jurisdictions that recognize this right.
- Right to non-discrimination: we will not discriminate against you for exercising any of these rights.
To exercise any of these rights, email help@healthqts.com with the subject line "Privacy Rights Request" and include sufficient information for us to verify your identity. We will respond within 45 days (or such longer period as applicable law allows).
a. California residents (CCPA / CPRA)
California residents have the rights described above and the additional right to opt out of the sale or sharing of personal information for cross-context behavioral advertising. As stated, we do not sell your information. To submit a request, see contact details below.
b. Other state-specific rights
Residents of Virginia (VCDPA), Colorado (CPA), Connecticut (CTDPA), Utah (UCPA), Texas (TDPSA), and other states with comprehensive privacy laws have similar rights. Please submit your request via the contact information below and we will honor it consistent with applicable law.
9. Security
We use commercially reasonable administrative, technical, and physical safeguards to protect your personal information, including secure transmission (HTTPS / TLS), access controls on our CRM and email systems, and vendor agreements requiring similar safeguards. No system is perfectly secure; you transmit information to us at your own risk.
10. Children's Privacy
Our services are intended for individuals 18 years or older. We do not knowingly collect personal information from anyone under 18 except as part of an application made by a parent or legal guardian on behalf of a minor dependent. If you believe we have collected information from a minor in error, contact us at help@healthqts.com and we will delete it promptly.
11. Third-Party Links
Our websites and communications may include links to third-party websites (including carriers, scheduling tools, and payment processors). Their privacy practices are governed by their own privacy policies, which we encourage you to review.
12. Changes to This Policy
We may update this Privacy Policy from time to time. The "Last updated" date at the top reflects the most recent revision. Material changes will be communicated via a notice on our website or by email if you have an active relationship with us.
