Texas Health Insurance — HealthBridge PPO, Fixed-Benefit, and ACA
What's available in Texas
Texas is a HealthBridge PPO state. It's also a Health Access state. It is not a TriTerm state — UnitedHealthcare does not sell TriTerm Medical in Texas.
That changes the conversation slightly compared to Florida or Georgia. The lead private-market major-medical product for Texans is Allstate HealthBridge PPO, not TriTerm. Here's the full Texas menu:
- Allstate HealthBridge PPO — short-term PPO with Aetna Open Choice network access in Texas (5 plan variants)
- Allstate Health Access — fixed-benefit indemnity, 3-year rate guarantee (3 tiers + Guaranteed Issue)
- ACA Marketplace — Texas runs through healthcare.gov, multiple carriers and tiers
- Life insurance — F&G, Foresters, Transamerica all available
UHC TriTerm and UHC HPG are not Texas products. We won't quote either in TX — anyone telling you otherwise is misreading the carrier's state availability.
HealthBridge PPO in Texas — the lead private-market option
HealthBridge PPO is Allstate's short-term major medical, sold through National General. In Texas, it runs on the Aetna Open Choice network — 690,000+ providers and 5,700+ hospitals. (Cigna PPO is not the network used in Texas.)
Five plan variants are available in TX:
- HealthBridge Essentials PPO — entry tier, $5K-$25K deductible options, 60/40 coinsurance, $250K coverage max
- HealthBridge Enhanced PPO — mid-tier, $2,500-$7,500 deductible options, 50/50 to 100/0 coinsurance, $1M coverage max
- HealthBridge Copay Enhanced PPO — predictable office visit copays ($40 PCP / $60 specialist), 75/25 or 100/0, $5M coverage max
- HealthBridge HSA Compatible — IRS-qualified HDHP, $6K-$7,500 deductible, $1M coverage max
- Guaranteed Issue PPO — no health questions, $3,500-$5,000 deductible, $100K coverage max, lower benefits
The Renewable option matters here: with Renewable, preexisting conditions can be covered after the first 12 months. Few short-term plans get there.
Compliance: Short-term medical insurance. Medically underwritten. Preexisting conditions not covered in first 12 months (may be covered after 12 months with Renewable option). Not ACA-compliant.
Guaranteed Issue compliance: Guaranteed acceptance — no health questions. Lower benefit amounts and coverage maximums apply.
Health Access in Texas — fixed-benefit option
Allstate Health Access is available in Texas. Three benefit tiers (Metal Gap, Core, Plus) plus a Guaranteed Issue version with no health questions. 3-year rate guarantee on all plans.
Best fit: healthy adults who want predictable per-event payouts and freedom to use any provider. Not a substitute for major medical — pair with major medical or use only for short, well-defined gaps.
Compliance: Fixed-benefit medical plan. Pays stated benefit amounts per covered service. Not a substitute for major medical / ACA coverage. No annual or lifetime maximums.
ACA Marketplace in Texas
Texas runs through the federal marketplace at healthcare.gov. Multiple carriers, full metal-tier menu. Open Enrollment runs Nov 1–Dec 15 for January 1 coverage.
ACA wins when:
- Your projected MAGI lands in the subsidy zone
- You have a preexisting condition that needs ongoing care
- You're pregnant or planning pregnancy
- You take expensive prescriptions
- You're inside an SEP window (job loss, marriage, birth, Medicaid loss, move)

Self-employed Texan, $50–80K projected MAGI Often ACA wins after subsidies. Run the math first.
Higher-income Texan, $150K+ MAGI, healthy HealthBridge Enhanced PPO or Copay Enhanced PPO usually beats unsubsidized ACA on premium.
Recently laid-off Texan, mid-treatment for a condition ACA, every time. Private-market plans don't cover preexisting conditions in the first 12 months.
Texan in a 6-month gap before a new job HealthBridge Essentials or Enhanced PPO is usually the cleanest bridge.
Texas resident pregnant or planning pregnancy ACA. Pregnancy is a qualifying life event for SEP. ACA covers maternity. Private-market doesn't.
